Dr. Bichler joined the faculty at CSUSB in September 2000 after completing her Ph.D. at Rutgers – State University of New Jersey. Over the past decade, Dr. Bichler has been working with criminal justice agencies, community groups, and city governments to develop solutions to local crime and public safety issues that invoke stronger place management and situational crime prevention. This often involves the use of GIS technology to analyze crime issues. Research into understanding the factors that facilitate crime problems has lead Dr. Bichler to consult on a wide range of projects throughout the United Kingdom , New Zealand , Canada , and the United States.

Generally Dr. Bichler's research involves the study of accidents and hazards, Crime Analysis, Problem-oriented Policing, C.P.T.E.D., Environmental Criminology, Situational Crime Prevention, and the criminal justice application of GIS technology to the study of crime events. Given her interested in applied research and expertise in Problem-oriented Policing, Dr. Bichler accepted a position as one of the judges and a project coach for the Herman Goldstein Excellence in Problem-oriented Policing Award. This international contest involves review of exceptional problem-oriented policing projects. For more information about problem-oriented policing please see http://www.popcenter.org.

Dr. Bichler is founder and director of the Center for Criminal Justice Research. In addition, as the Crime Analysis Division coordinator she is responsible for the new Crime Analysis Certificate Program. The Center for Criminal Justice Research is part of an international research lab consortium focused on program evaluation and the analysis of crime problems. Over the past 7 years, Dr. Bichler has been heavily involved with the Western Society of Criminology in various capacities including president and co-editor of their on-line, peer review professional journal the Western Criminology Review. The Western Society of Criminology is an important regional professional association dedicated to applied criminal justice research and program evaluation. Dr. Bichler has received a number of awards and honors in the past few years: J.D. Lohman Award for outstanding service to the Western Society of Criminology; Provost's Dissertation Award 2000 for the top doctoral dissertation; the Graduate Excellence Award for teaching and scholarship; Richard J. Hughes Award for graduating the Master of Arts with the highest standing (Rutgers University, 1996); and the Rutgers Excellence Fellowship Award (1995-1999).

Grants and Consulting :

PALM SPRINGS CRIME ANALYSIS PROJECT. Contract with the City of Palm Springs , CA . This project involves cleaning crime data and conducting advanced statistical analysis, including GIS based analysis of crime data supplied by the Police Department. Then, through a series of meetings, I will assist with the revision of resource deployment.

 
CPTED Training. Contract pending with the City of Fontana to conduct Crime Prevention Through Environmental Design training for city staff (planning and police departments).
 
CHULA VISTA BUDGET MOTEL PROJECT. Contract with the City of Chula Vista, CA. Dr. Bichler is the principal investigator on a collaborative project with the Chula Vista Police Department to research the impact of low cost motels on crime in the city. This M.O.U. details that we collecting baseline information, researching intervention strategies and then conducting follow-up assessment of the intervention success. This entails management practices surveys, environmental surveys and crime analysis.
 
FACULTY PROFESSIONAL DEVELOPMENT SUMMER RESEARCH FELLOWSHIP. College of Social and Behavioral Sciences funded by the Chancellor's Office and/or CSUSB Foundation. She is the principal investigator of a project examining the security of public art. Public art has often been the target of vandalism and theft. A variety of mechanisms can be employed to secure exhibits. This project considers the proliferation of decorated fiberglass temporary art exhibits developed to raise funds for various city charities and the efforts to prevent vandalism and theft against these objects.
 
Process evaluation coordinator for the 2000/2001 Mentally Ill Offender Crime Reduction Act Demonstration Span Project.
RIVERSIDE COUNTY CRIME PREVENTION ACT (A.B. 1913). She is the researcher responsible for conducting geographic analysis to accompany evaluations of five juvenile anti-crime programs for the Riverside County Board of Corrections: Youth Accountability Teams, Youth Court, School Attendance Review Boards, Riverside Gang Prevention Program, and Family Violence Prevention Program.
Project Manager for the 2000/2001 Mentally Ill Offender Crime Reduction Act Demonstration Passages Project. This grant is to conduct an evaluation of the Passages Project run by the San Bernardino County Sheriffs Department.
Principle investigator for the CSUSB/ PEOPLE’S HEALTH NETWORK—COMMUNITY SURVEY. Community University Partnerships 2000-2001 Fellowships funded by CUP, CSUSB. The purpose of this project is to bring together the multidisciplinary expertise of CSUSB faculty, students, and community leaders and public health professionals associated with the People’s Health Network (PHN) to develop an understanding of the perceived needs of impoverished and homeless people residing in the Inland Empire.
The Broadway Area Public Safety and Security Study 1999—A study of the N.E. Broadway corridor in Newark, New Jersey which produced a neighborhood revitalization program that included strategies to deal with crime and deviance problems. Funded by La Casa de Don Pedro Co. and the St. James Community Development Co.
Sub-contracting to the Project for Public Spaces Inc. for the Lila Wallace Readers-Digest Urban Parks Institute and other projects. Responsible for collecting information about park related security concerns, writing informative memos and brochures, conducting on site security assessments, and park usership analysis.
Two projects for the Royal Canadian Mounted Police– Cloverdale Community Police Station, Surrey: the Community Policing Pilot Project and the Evaluation of “Safe at Play.”
Business Improvement Project for the Gastown Business Improvement District.
CSUSB/People's Health Network--Community Survey. The purpose of this project is to bring together the multidisciplinary expertise of CSUSB faculty, students, and community leaders and public health professionals associated with the People's Health Network (PHN) to develop an understanding of the perceived needs of members of an impoverished community within the Inland Empire. The intention is to develop and implement an anonymous survey that identifies the perceived needs of families attending mass or receiving weekly food provisions and supplies from the PHN's Jubilee House (JH), which is a food bank located at Saint George Church in Ontario. Students are actively involved in this interdisciplinary research project. The JH director, Dr. Tom Lenert and his volunteer staff will use the information to prioritize and guide their efforts beyond weekly food provisions. This project is funded under a Community University Partnerships 2000-2001 Fellowship.
